Abstract:The serial changes in the Japanese civil service are outlined: from a strong hierarchical service after 1945, to one obedient to the prime minister and his office, to a renewed call for impartiality and documents. The overall effect of all these changes have been to weaken the capacity of the civil service in respect to needs and expectations of society.
