This research analyzes the phenomenon of the passing of the personal data protection bill that Indonesia lacks. The Narrative Policy Framework (NPF) theory is used to see the dynamics of policy formulation through the perspective of a narrative story related to the importance of personal data protection. The results showed that personal data breaches conducted by hackers and other data safety issues bring forth narrative perception of government abilities to sort the problem and therefore affecting the acceleration process of personal data protection bill as the solution. This research can be developed by using in-depth observations to each stakeholders to be able to explore the narratives built to accelerate the ratification of the bill.
