Dinamika Politik Catch-all atas Eksistensi Perempuan di Partai Demokrat dan Partai Keadilan Sejahtera Wilayah Banten cat全政治关系对班腾地区民主党和正义党的妇女的存在的影响

Tulisan ini membedah dinamika politik catch-all atas eksistensi perempuan pada pengorganisasian partai-partai politik yang memfokuskan pada Partai Demokrat dan Partai Keadilan Sejahtera (PKS) di wilayah Banten. Nalar dasar politik catch-all ialah merangkul segenap elemen masyarakat -termasuk kaum perempuan- untuk menjadi kesatuan bagi sebuah partai politik. Namun gejolak budaya patriarki yang melekat kuat membuat eksistensi kaum perempuan cenderung dilihat sekedar lumbung suara semata dan pemenuhan kuota 30% perempuan di kepengurusan partai dan proses kandidasi di level legislatif atau “pen-caleg-an”. Adapun metode penelitian yang kami operasionalkan ialah metode deskriptif kualitatif ala Lambert dkk. dengan teknik pengumpulan data melalui studi literatur dan wawancara mendalam. Hasil penelitian ini menggambarkan kehadiran kaum perempuan di Partai Demokrat dan PKS sebagai kader partai dan kandidat calon anggota legislatif sangat fundamental. Kemudian adanya dukungan materiel dan non-materiel dari kedua partai tersebut kepada politisi perempuan untuk terlibat dalam kontestasi politik elektoral. Selanjutnya hal yang menarik ialah proses kedua partai tersebut dalam membangun politik catch-all yang merangkul kaum perempuan sebagai politisi mengeliminasi konstruksi patriarki di dalam pengorganisasian partai.

Implementasi Konsep Agile Governance dalam Penanganan Krisis Ekonomi Pasca Pandemi COVID-19 di Provinsi Daerah Istimewa Yogyakarta 日惹省特区在应对 COVID-19 大流行后的经济危机时实施敏捷治理理念

The COVID-19 pandemic has had a major impact on various aspects of Indonesian people's lives. This impact has affected various sectors such as social, education, tourism, and also the economy that is undergoing a drastic decline. This economic decline has not only occurred on a national scale, but also in areas including the Yogyakarta Special District province. Therefore, the DIY Government has undertaken various policies and efforts to mitigate the impact of the spread of Covid-19 and collaborate with various parties. The study aims to analyze the management of the post-COVID-19 pandemic economic crisis in Yogyakarta Special District using the concept of agile governance. There are six (six) principles of agile governance: good enough governance, business driven, human focused, based on quick wins, systematic and adaptive approach, and simple design and continuous refinement. This research uses qualitative research methods with a descriptive approach. The result in this study is that the DIY Government has been agile, precise, responsive, and agile in dealing with the post-Covid-19 pandemic economic crisis. This is proved by six very well-fulfilled principles of agile governance, demonstrated by public participation, transparency of information, and the clear vision of the DIY government in the post -COVID-19 pandemian economic crises. In addition, there is a programme of incentive assistance to UMKM perpetrators and there is monitoring and evaluation of the program so that it can run with maximum efficiency. However, there is a note in the principle section based on quick wins, namely by improving information services so that all communities can access them easily.

Analisis Narrative Policy Framework (NPF) dalam Kebijakan Undang-undang Pelindungan Data Pribadi (UU PDP) 个人数据保护法》(UU PDP)政策中的叙事政策框架(NPF)分析

The case of personal data leakage that occurred in mid-2022 by hackers is a phenomenon that threatens Indonesian personal data security that needs a framework in the form of regulation. This research analyzes the phenomenon of the passing of the personal data protection bill that Indonesia lacks. The Narrative Policy Framework (NPF) theory is used to see the dynamics of policy formulation through the perspective of a narrative story related to the importance of personal data protection. The results showed that personal data breaches conducted by hackers and other data safety issues bring forth narrative perception of government abilities to sort the problem and therefore affecting the acceleration process of personal data protection bill as the solution. This research can be developed by using in-depth observations to each stakeholders to be able to explore the narratives built to accelerate the ratification of the bill. This research shows that every policy made by the government goes through dynamics of society, namely the process of disseminating information to the public as a step to obtain public justification that the policy can be turn into a formal legal product.

Study Open Government Maturity pada Social Media Pemerintah 研究开放政府成熟度和社交媒体

Changes in information technology have an impact on changing demands for more open governance. A number of data points and study results show that governance in Indonesia still tends not to be open, even though it has gone through several periods of bureaucratic reform. This study aims to explain the level of open government maturity in state institutions on social media after bureaucratic reform. The research uses content analysis methods on social media data, especially the official Twitter accounts of the Ministry of Finance and the Ministry of Religion. The results of the study revealed that there were differences in the maturity level of open government in the two government institutions studied. The Ministry of Religion still tends to be at the initial condition level even though the outcome indicators are already at the open participation level. The Ministry of Finance has tended to be at the open participation level even though the capability is still at the initial level. The quality of social media management tends to be directly proportional to the title of bureaucratic reform in each analysed institution.

Politik Perencanaan Pembangunan: Telaah Atas Pengarusutamaan Tata Ruang 建筑规划政治:研究空间布局

The mainstreaming of spatial planning in Makassar City is faced with two main problems, namely the minimal role of development planning and an ineffective political process. The aim of this research is to understand further the extent of the role of these two things and their contribution to the mainstreaming of spatial planning in Makassar City. This research uses descriptive analysis methods. The results of this research found that the role of development planning in mainstreaming spatial planning is caused by the lack of literacy in development planning documents both from the side of government administrators and the community, non-participatory community involvement in development planning, the consistency of the Makassar City regional government is very low in overseeing development planning programs. . Meanwhile, in terms of the political process, this is caused by a lack of alignment with the mainstreaming of spatial planning and abuse of power. The implications of this research are the importance of the Makassar City government in increasing the literacy of development planning documents based on mainstreaming spatial planning among the community, the need to encourage more participatory development planning and political processes, and to be consistent in overseeing development planning programs so that they can minimize abuse of power and create public services and better governance in the future.

The Distinctive Asymmetrical Decentralization in the Archipelagic Region: The Case of West Nusa Tenggara Province of Indonesia 群岛地区独特的不对称分权:以印度尼西亚西努沙登加拉省为例

Decentralization has repercussions for the area in a variety of areas, including political, social, cultural, financial, defense and security, and public services, among others. Sumbawa Island and Lombok Island are the two principal islands that make up West Nusa Tenggara. There are 280 islands in all, 32 of which are inhabited. Sumbawa Island is one-third the size of Lombok Island in terms of area, but Lombok Island has a population that is about three times that of Sumbawa Island. This study contends that because the archipelagic region is not organized by its island-specific traits but rather around land-based development, this has the potential to exacerbate discrepancies between islands. This study found that, there are only minimal maritime authorities in the archipelagic province in managing archipelagic water, and there is fiscal and ethnic disparity between the Lombok and Sumbawa Islands. Moreover, there are inequalities in health care facilities and medical staff between Lombok and Sumbawa Island, the small population of Sumbawa Island has an impact on educational resources, and the maritime infrastructure on the other small islands surrounding Sumbawa Island is inadequate.

This study found that, there are only minimal maritime authorities in the archipelagic province in managing archipelagic water, and there is fiscal and ethnic disparity between the Lombok and Sumbawa Islands. From Reluctance to Acceptation: Participation of Poor-People in Policy Implementation Using Discursive Institutionalism 从不情愿到接受:基于话语制度主义的贫困人口参与政策实施

The poor-people reluctance in participation in government’s policy implementation was caused by by the distance of government policy discourse and poor-people discourse. This article investigates policy implementation of sanitation program in Probolinggo City, East Java using Discursive Institutionalism perspective and Fairclough’s Critical Discourse Analysis method to discover hidden meanings of the multi-actor’s discourse. The research found, first, the reluctance of poor-people participation in policy implementation was caused by negative discourse on sanitation interpellated the poor-people. Second, acceptation for the program implemented was achieved by narrowing the gap of discourse through penetration of alternative discourse constructed under policy design. Third, policy implementor’s discourse was exercised by breaking personal discourse of the people. Forth, discursive strategy changed personal discourse of society which then shifts reluctance to acceptance for government programs. Fifth, policy design for activating urban poor-people’s participation as social engineering based on discourse and discursive strategy.

Literature Review of Public Administration and Good Governance from 1890 to 2023 1890 - 2023年公共行政和善治的文献回顾

This article examines public administration from 1890 to 2023 to see how it evolved and influenced practice and if good governance is a crucial component in this transformation. This paper presents an in-depth review of several different pieces of secondary literature sources. This paper produced several key findings. The most important finding of this literature study is that, between 1890 and 1980, the Public Administration transitioned from "Traditional Public Administration" to "New Public Management" due to the growing need for good governance. The year 2000 saw the birth of a novel idea in public administration known as "New Public Governance," which has persisted in practice ever since. This paper will be useful to Public Administration practitioners worldwide. There has been little empirical research into how the evolution of Public Administration encourages governments to act more like private corporations. Consequently, more research on this subject is encouraged.

Kajian Prinsip Demokrasi Dalam Pemilihan Umum di Indonesia

. This study seeks to determine democracy in Indonesia's general elections. The 1955 election was intended to be the most democratic in history, despite Indonesia's fragile security situation. This study employs a qualitative methodology by synthesizing secondary data sources, such as social media, mass media, election papers, and democracy evaluation documents. To verify the previously studied data, the data source will be validated using a data analysis program, the Nvivo 12 Plus power analysis tool, and the theory employed in this work. The results of this study are based on an analysis of the data gathered to support the claim that democratic elections have been held in Indonesia; however, the implementation process cannot be deemed a success because there are still a great number of problems associated with the implementation of elections. In addition, election actors are responsible for complications, such as money politics, which lead to multiple decisions. However, according to the data collected, the level of democracy from year to year is relatively high.
