This aspect could be interpreted as indicative of institutional fragility, highlighting a diminished political legitimacy of the sector and a lesser integration into the governmental agenda. Distinguishing between them, a noteworthy discourse revolves around the establishment of a national sports system. This system delineates competencies, responsibilities, and modes of interaction. In this regard, the Portuguese context appears to make more significant strides compared to the Brazilian scenario.
