Abstract
E-government users evolve through time. The maturity of information technologies used by the public sector allows new opportunities and perils for citizens worldwide. It also leads to more efficient use of government resources applied to the knowledge and profile of potential users. Despite the importance of e-government, the diffusion of this technology is an exception for many governments.
