Abstract
The article in question addresses the methodological perspective of the Social Progress Index (IPS), critically evaluating how it can support democratic and inclusive public policies, leveling social well-being in the territory. The IPS represents a measure that assesses the social well-being and progress of a society in a territory, going beyond the Gross Domestic Product (GDP) or traditional economic indicators. It can measure and compare the social performance and quality of life of different regions and countries. The case study of the city of Rio de Janeiro is presented in the article, to highlight the many difficulties in implementing public policies that level social well-being in the territory. Historical and structural aspects matter, but they do not condemn us eternally. Investing in social capital is the transformative line of action predicted in academic literature.
