The key result of the study is a conceptual model for assessing the effectiveness and efficiency of state support for university development projects and programs, which is based on foresight methodology and establishes the interrelation between the system of factors and the indicators of efficiency and effectiveness of state funding for Russian universities. Abstract

To achieve the set goal, the study employs expert-analytical methods of retrospective, deterministic, and factor analysis, as well as the tools of foresight technology, allowing the assessment of the impact of the system of factors on the effectiveness indicators of state financial support for universities.
