Integration of Effectiveness and Efficiency Indicators of State Support for Projects and Programmes for the Development of Higher Education in Russia 整合国家对俄罗斯高等教育发展项目和方案的支持的有效性和效率指标

To achieve the set goal, the study employs expert-analytical methods of retrospective, deterministic, and factor analysis, as well as the tools of foresight technology, allowing the assessment of the impact of the system of factors on the effectiveness indicators of state financial support for universities. The key result of the study is a conceptual model for assessing the effectiveness and efficiency of state support for university development projects and programs, which is based on foresight methodology and establishes the interrelation between the system of factors and the indicators of efficiency and effectiveness of state funding for Russian universities. The proposed model not only offers a quality expert-analytical foundation for important financial decisions on state support for university development programs and academic excellence projects, but also encourages educational organizations to develop strategic development programs and roadmaps for their effective implementation.

Public and Private Law Aspects of Breach of the Concession Contract in Slovenian Law 斯洛文尼亚法律中特许合同违约的公法和私法方面

Breach of the concession contract is governed by the provisions from the field of concession relations and by the rules of the law of obligations. However, the rules of the law of obligations apply only mutatis mutandis. A concession contract is an administrative contract that is characterised by the fact that the parties must always pursue a public interest, which generally prevails over other contractual interests. Thus, it may happen that continued fulfilment of the contract is still in the public interest despite the breach. Slovenian law is often not adapted to the special nature of the concession contract. Regulations in the field of concession relations restrict the rescission right of the concessionaire only to certain cases and do not offer it generally for all concession contracts, which may jeopardise the principle of continuity of the performance of the public service. On the other hand, the grantor may rescind the contract, revoke the concession, and in some cases terminate it in accordance with the EU law due to the concessionaire’s breaches. However, the rules often do not establish a clear boundary between these sanctions, which creates legal confusion. The intertwining of public law and private law elements of the concession contract is also typical for the assessment of damages liability. If the damage is the result of (unlawful) public authority actions by the grantor, such liability must be assessed in accordance with the rules on State liability for damages due to unlawful conduct, even if the conduct also constitutes breach of contract. The consequences of breach of public law acts by the concessionaire are not generally regulated in Slovenian law. If such a breach does not also constitute breach of contract, the grantor has the right to compensation only if the sector law so stipulates

Preparation for Old Age and Ageing in the Time of the First Czechoslovak Republic 捷克斯洛伐克第一共和国时期的养老准备

Old age and ageing are part of everyday life. Healthy ageing and population health have been essential issues throughout history. After the First World War, in the newly founded First Czechoslovak Republic, this topic was also important. This young republic had a lot of difficulties. It was a multi-ethnic state with substantial consequences of war. The republic's infrastructure was damaged, the population’s health condition could have been better, the incidence of infectious diseases was very high while health literacy was very low. It was necessary to take care of the population’s health and adopt laws on health, old age and disability insurance. Basic and modern policies were developed in the First Czechoslovak Republic in 1918–1938, to advance the society's development in virtually all areas of life. Interest in the quality of life of the state's inhabitants, including the elderly, increased. Educational activities were implemented to improve the population’s knowledge and attitudes. The idea of proactive living and preparation for old age was essential for building a healthy society. The role of family members was also highlighted in the preparation for old age. In present-day Czech Republic, as in the past, we put an emphasis on pension insurance and taking responsibility for one’s health.

Corruption Risk Maps as a Solution for the Management of Resources in the Context of Environmental Disasters 腐败风险地图作为环境灾害背景下资源管理的解决方案

Corruption in the public sector is an elusive and opaque phenomenon. Government reaction to disasters and its consequent investment in economic resources constitute a favourable opportunity for nepotism, embezzlement and other criminal situations. Detection of these scenarios requires the application of sophisticated methodologies that should be incorporated into the processes of disaster risk management. The use of corruption risk maps has been put forward as a potential solution to this problem. This technique acts as a disincentive to corrupt behaviour in government processes through collective and agreed anticipation of acts of corruption. Corruption may happen at all levels of government, given that economic resources for disaster relief are distributed at municipal, provincial and national levels. This tool helps detect and measure incidents of corruption in government processes and simultaneously designs and executes corrective mechanisms. This paper discusses the advantages derived from the analogue and digital application of this instrument, presenting the requirements for its use, its potential and future challenges. The identification of benefits has been made possible by the incremental application of the tool within the framework of a process of institutional transformation of the national government in Paraguay with the institutional and financial support of UNDOC and USAID.

Istraživanje korištenja usluga sustava e-Građani kod mladih – primjer grada Zadra 关于年轻人使用电子公民服务的研究——例如扎德拉市

Ovo istraživanje provedeno je kako bi se ispitali čimbenici koji utječu na korištenje usluga elektroničke uprave kod generacije Y i Z pomoću modela prihvaćanja javnih usluga e-participacije koji se temelji na TAM modelu, modelu povjerenja i teoriji planiranog ponašanja. Model je empirijski testiran anketnim ispitivanjem 100 studenata Sveučilišta u Zadru i daljnje testiran upotrebom SEM modela. Rezultati ukazuju na prikladnost korištenog modela u kontekstu prihvaćanja usluga elektroničke uprave. U radu je ispitan utjecaj sedam nezavisnih konstrukata („Očekivana korisnost“, „Očekivana jednostavnost upotrebe“, „Očekivana kontrola ponašanja“, „Povjerenje u internet“, „Povjerenje u državu“, „Subjektivna norma“, „Stav prema ponašanju“) na namjeru korištenja javnih usluga sustava e-Građani te je potvrđena pozitivna i signifikantna povezanost „Očekivane korisnosti“ s „Namjerom korištenja“. Dobiveni rezultati ukazuju na potrebu za većim angažmanom javne uprave u osvješćivanju građana o prednostima i koristima sustava e-Građani, ali i za pružanjem većeg broja usluga namijenjenih generacijama Y i Z.

Sudjelovanje u troškovima zdravstvene zaštite iz obveznog zdravstvenog osiguranja 参加强制性健康保险的医疗费用

Sudjelovanje u troškovima zdravstvene zaštite iz obveznog zdravstvenog osiguranja pravni je institut normativno predviđen u našem zdravstvenom sustavu više od četrdeset godina koji je svoju znatniju primjenu doživio u posljednjih dvadesetak godina kao dodatni izvor financiranja javnog zdravstvenog sustava, uz obvezno zdravstveno osiguranje. Osobnim, izravnim, pokrićem kao i neizravnim pokrićem putem dopunskog zdravstvenog osiguranja troškova zdravstvene zaštite iz obveznoga zdravstvenog osiguranja u dijelu u kojem su osigurane osobe obvezne sudjelovati u troškovima zdravstvene zaštite tim se institutom na korisnike koji su osigurane osobe obveznog zdravstvenog osiguranja prebacuje dio troškova zdravstvene zaštite, čime su povećana sredstva za javni zdravstveni sustav i usluge koje on pruža. S obzirom na razdoblje primjene tog instituta ovim se radom želi prikazati njegova obilježja u Republici Hrvatskoj te ga dovesti u vezu s primjenom u drugim europskim državama i razmotriti mogućnosti razvitka tog instituta.

Osobnim, izravnim, pokrićem kao i neizravnim pokrićem putem dopunskog zdravstvenog osiguranja troškova zdravstvene zaštite iz obveznoga zdravstvenog osiguranja u dijelu u kojem su osigurane osobe obvezne sudjelovati u troškovima zdravstvene zaštite tim se institutom na korisnike koji su osigurane osobe obveznog zdravstvenog osiguranja prebacuje dio troškova zdravstvene zaštite, čime su povećana sredstva za javni zdravstveni sustav i usluge koje on pruža. Protection of Privacy and Personal Data in Albania 阿尔巴尼亚的隐私和个人数据保护

The Protection of Personal Data became an important issue for the Albanian citizens. The new era of the protection of personal data through administrative claims started after 2008. This brought up sensitive issues like unauthorised legal processing of data on media and online portals, e-mail lack of personal data security, online data processing and online security etc. The sensibility of people increased when personal data were used for political or commercial benefits. During the COVID-19 pandemic period our lives were dominated by technology as the only means of connecting with others or continuing our normal life in abnormal conditions. On one side, human rights were suffering the most powerful restrictions and on the other,technology was gaining position faster. This paper raises questions on the relation between the protection of dignity, honour and privacy of the persons as a democratic value and technological evolution. This paper aims to introduce the Albanian legislation on the protection of privacy and personal data, legal reforms and their adaptation to international law through case law and jurisprudence. Findings, suggest the need for an international global binding act, which would facilitate the process of exchanging information, reduce administrative barriers, and increase the connection and collaboration.

Ispitivanje zadovoljstva komunalnom higijenom u Gradu Rijeci 文字之城的社区卫生研究

Sagledavajući odnos prema komunalnoj infrastrukturi i okolišu u Republici Hrvatskoj, Grad Rijeka nalazi se na zavidnoj, vrlo visokoj razini čime doprinosi cjelokupnom komunalnom gospodarstvu države. Najveći su izazov, unatoč tomu, područja koja obuhvaćaju komunalnu higijenu grada, odlaganje smeća i cjelokupni sustav prikupljanja otpada koji nije sasvim riješen ni na nacionalnoj razini. Cilj rada jest istražiti zadovoljstvo komunalnom higijenom u Rijeci, a svrha rada determinirati čimbenike koje izravno i bitno utječu na stupanj zadovoljstva građana komunalnom higijenom grada. Podaci za potrebe ove znanstvene rasprave prikupljeni su metodom anketiranja (n=403), a obrađeni su metodama analize i sinteze te metodama deskriptivne i inferencijalne statistike. Glavni nalaz ovoga rada upućuje na nisku razinu zadovoljstva anketiranih građana komunalnom higijenom grada (M=2,4; SD=0,97). U cilju povećanja razine zadovoljstva građana komunalnom higijenom grada nužno je značajno unaprijediti kvalitetu usluga komunalnog poduzeća (M=2,23; SD=1,01) i kulturu građana u odlaganju otpada (M=1,81; SD=0,85).

Evaluation of Public Administration Reforms in North Macedonia from the Perspective of European Commission’s Annual Progress Reports 从欧盟委员会年度进展报告的角度评价北马其顿公共行政改革

Public administration of the Republic of North Macedonia is constantly under evaluation in the Annual Progress Reports prepared by the European Commission. The main recommendations from the European Commission refer to the systematic change of laws, but there is no argument as to how these changes will contribute to the elimination of fundamental problems. Although a considerable number of laws have been ammended and accepted under the motto of reforms, all of them lack the result, which is the creation of a public administration that is able to satisfy the needs of a democratic country. This paper analyzes all the European Commission’s Annual Progress Reports of the 2005-2021 period and their recommendations. The finding is that there are repetitions of the same shortcomings in almost all Annual Progress Reports. This leads to the conclusion that the reforms are unsuccessful – they are misused either for political needs, or are applied selectively. The support of the political opposition should be sought to assure that there is any real progress. This is possible only if all the politicians gain the conviction that the reforms are in the service of the citizens and not of the political conjunctures in power. There is still a lot of work to be done to improve the country’s image on the road to the EU, while the challenges related to the public administration reform must be seriously addressed by all decision-making structures.

U ovom sistematiziranom pregledu istražuje se postojeća literatura objavljena od 1990. do travnja 2021. o napredovanju žena do vodećih pozicija u zdravstvu u europskim zemljama. Rezultati upućuju na to da se malo postojećih studija bavi napredovanjem žena do vodećih pozicija u zdravstvu u europskim zemljama. Studije analizirane u ovom članku pokazuju da su ravnoteža između poslovnog i privatnog života, društveni rodni stereotipi, profesionalni elitizam i nedostatak institucijske potpore ženama u karijeri kao što su mentorstvo ili fleksibilno radno vrijeme glavni čimbenici koji sprječavaju žene da napreduju do vodećih pozicija u zdravstvenom sustavu. Isto tako, mjere poput formalnog mentorstva, fleksibilno radno vrijeme i ugovor o radu kraćem od punog radnog vremena smatraju se institucijskim mjerama koje bi mogle pomoći u prevladavanju nekih prepreka razvoju karijere žena u zdravstvenoj skrbi.
