The socially optimal solution happens when one player, who has the technical knowledge, finds another investor. Using sensitivity analysis, we find an alternative, more favorable solution to reach a new agreement in setting up two plants (instead of seven) in Tehran and Kermanshah, launching the project with the remaining capital. Abstract
