However, the question is not only whether people told the ‘truth’ or not; rather, the applicants’ individual ‘negotiation skills’ and individual perceptions of the IRO officers also played a decisive role. National Socialism, the Second World War, Stalinism, the expansion of the Soviet Union, and other political crises in Europe led to millions of people fleeing or being abducted in the 1930s and 1940s. The ‘European refugee problem’ led to the establishment of several international organizations.
