The levels of blockchain development and blockchain 3.0 characteristics, which can be used for organizational and managerial decisions when building digital systems of a service nature, are considered. The deficiencies of legal regulation that impede blockchain’s integration into such systems are noted. The international experience, where blockchain is already used at the level of the state administration, as well as state and municipal services, is considered. The authors pay attention to the difficulties of introducing digital technology in the state administration, which not only complicates digitalization but can also create new problems if applying incorrect simplifications of virtual and real systems.
