Insights from organizational control theory (OCT) and the Context, Input, Process, and Product (CIPP) evaluation model are integrated into the triple helix framework in a qualitative case study design. Our findings indicate the existing approach combines outcome- and behavior-based evaluation, which constrains engagement with the industry.
