A decontextualised scientific pragmatism presumes that buildings, landscapes, and livelihoods are easily interchangeable. Abstract

Since 2013, substantial public funding has initiated an economic development mega-project (ZEESM) in Oecusse, Timor-Leste. A new regional governance structure (RAEOA) with one authoritative leader over both endeavours has supported project execution, aimed at readying the region's infrastructure to attract hoped-for foreign investment.
