It is substantiated that the changes that were made urgently highlighted the problem of imperfect land legislation in general, since the land legislation in force before the start of the war was designed exclusively for peacetime, because the issues of public access to sensitive information, such as: cartographic information, information on the purpose of land plots, names of land uses, names of subjects of land relations, etc. It has been established that the problem related to the provision of business entities and citizens under martial law for the provision of services for the preparation of land management documentation, topographical, geodetic and cartographic works has been resolved. For this purpose, the provision of special permits by the Security Service of Ukraine has been introduced. Abstract

On the basis of the analysis of the adopted changes to the land legislation and legal acts regulating land relations during the martial law, it was proved that their adoption was not done in a systematic way. 实行婚姻法条件下的土地管理
通过对戒严时期土地立法和调节土地关系的法律文件的修改进行分析,可以看出戒严时期土地立法和调节土地关系的法律文件的修改并没有系统地进行。研究发现,与戒严期间土地管理实施和地块处置有关的既定特别规则具有不同的目标。一方面是关于简化处置农业用地的程序,另一方面,土地管理、土地地籍和土地估价领域的活动是复杂的。事实证明,所作的改变紧迫地突出了一般土地立法不完善的问题,因为战争开始前的有效土地立法是专门为和平时期设计的,因为公众获得敏感资料的问题,例如:地图信息、地块用途信息、土地用途名称、土地关系主体名称等。已经确定,为戒严时期的企业和公民提供编制土地管理文件、地形、大地测量和制图工作的服务的问题已经得到解决。为此目的,乌克兰安全局已开始提供特别许可证。在戒严期间和戒严结束后(恢复期)的土地管理范围内,迫切需要系统地调整土地立法,并需要在欧洲一体化方面协调立法,这将成为进一步研究的基础。
