This paper proposes a solution for public transportation in Wedmedani city. The solution consists of two parts; the first, is the model that distributes available vehicles according to neighbourhood demands; the second part proposes a new lines planning that minimizes the overall distance and avoids the problem with existing lines plan that follows the star topology. We used Vogel Approximation Method (VAM) to generate initial basic feasible solution then we used this solution as an input for modified distribution method to check its optimality and produced better distribution as a solution. The results show that VAM has ability to find optimal solution in a given dataset according the optimality check achieved by MODI.
