The key problem of flying-around mission is orbital control, a more general method is established which considers remote maneuvers, reconfiguration, flying-around and escape. Based on the orbital control in the paper, the initial conditions of object and tracking satellite are as appropriate but not unique. The Extended Kalman Filter is introduced to enhance the robustness of relative navigation system in cases of noises and errors caused by the measurements.
