Reading this paper the scholar and teacher can identify what needs to be done as a major stakeholder. The simple idea of checklist, introspection, the best path, do's & don't, global perspective and strategy are used to conclude. Finally, some parallel is drawn as how other author sees this document from an implementation point of view? The author stresses the need for transformation of Tier-II as they are a major stakeholder.
