The goal is to define the situations in which the State meets the requirements to be considered a supplier under the Consumer Protection Code. To do so, it is necessary to address the concepts of public services, classifications, principles that guide the provision of services, and the manner in which they are provided to understand their applicability. It is necessary to discuss consumer relationships, with an emphasis on the consumer and their vulnerability, as well as provide a brief study on service providers. Finally, by combining these concepts, we will seek to understand the situations in which the user is protected by the Consumer Protection Code against any acts that may be considered defects in the provided service. Abstract
