The result show that the comprehensive comparative advantages and environmental bearing capacity of Sanya, Qionghai, Wanning, Baoting and Qiong Zhong are bigger than 1, have significant advantage in agricultural production; And the comprehensive comparative advantage of Ding'an, Tunchang and Ledong is bigger than 1, but the environmental carrying capacity is between 0-1, so they are medium advantage zone of agricultural production; The comprehensive comparative advantages and environmental carrying capacity of Haikou, Wenchang, lin'gao, Danzhou, Dongfang, Lingshui and Changjiang are all between 0-1, are disadvantaged area of agricultural production. According to the evaluation results of comprehensive comparative advantagesw, the following optimization paths are proposed, firstly, it is proposed to improve the significant advantages zone, and limit the scale of low efficiency and high consumption of agricultural products in medium advantages zone, and adjust the industrial structure and layout of the disadvantaged zone. Secondly it is proposed to promote the production mode of comprehensive development of agriculture, forestry, animal husbandry and fishery. Thirdly, it is considered of multi compliance of the impact of planting, animal husbandry and fishery layout on the environment. Then the pollutant discharge in agri-production should be strengthening controlled. Abstract

基于综合比较优势的海南农业产业区域布局优化研究
本研究以海南省18个市县2011 - 2018年的统计数据为基础,综合利用农业生产比较优势和环境比较优势,构建综合比较优势体系,指导海南省农业产业布局优化。结果表明:三亚、琼海、万宁、保亭和琼中的综合比较优势和环境承载力均大于1,在农业生产上具有显著优势;定安、屯昌、乐东的综合比较优势大于1,但环境承载力在0-1之间,属于农业生产的中等优势区;海口、文昌、临高、儋州、东方、陵水和长江的综合比较优势和环境承载力均在0-1之间,属于农业生产劣势区。根据综合比较优势评价结果,提出了以下优化路径:一是提出提升显著优势区,限制中等优势区低效率高消费农产品规模,调整劣势区产业结构和布局;二是提出推进农林牧渔综合发展的生产模式。第三,考虑了种植、畜牧、渔业布局对环境影响的多重符合性。加强对农业生产中污染物排放的控制。最后,本文提出了支持农业产业区域布局优化的政策建议。
