In this paper, we construct an index system for evaluating the emergency response capacity of public health emergencies, calculate the index weights by applying the topological hierarchical analysis method, entropy method and multiplicative synthesis method, and calculate the optimal weighting value and the government emergency response capacity evaluation value by constructing a minimum deviation game combination weighting model based on Bessel's formula. 摘要

提高政府部门应对突发公共卫生事件的应急能力,是完善中国应急管理体系建设、保护人民生命财产安全的重要举措。开展应急能力评估研究,对提高政府综合应急管理水平具有现实意义。本文构建了突发公共卫生事件应急响应能力评价指标体系,运用拓扑层次分析法、熵值法和乘法综合法计算指标权重,并基于贝塞尔公式构建最小偏差博弈组合权重模型,计算出最优权重值和政府应急响应能力评价值。结果表明,最小偏差博弈组合分配模型能够找到不同分配方法之间达成一致或折衷的最优均衡向量解,避免了单一分配方法的不足。
