The research starts by analyzing the expenses in a year. It is found that the college expense for electricity is the highest approximately 86%. The next is water, internet and phone expense at about 8%, 5% and 1% respectively. The policy of LED replacing is performed. From data, total lighting loads is 55738 W. They consist of 36W tubular florescent about 90.61%, 400W high pressure mercury about 7.18%, 20W compact florescent about 1.40% and 18W fluorescent lamps at about 0.81%. To conserve energy, 18W, 300W, 10W and 9W LED lamps were replacing instead of conventional light. Moreover 90W LED amount of 14 lamps are added to system as street light. From the experimental results, the electrical consumption decreased 14.84% approximately 28330 kWh a year or about 3305 dollar a year.
