It can be said that the difference from existing research is that it focuses on the “Ordinance”, which is an institutional device for this purpose, and compares and analyzes it with the museum management ordinances of other local governments. As a result of the survey, out of the 23 local government's museum operation ordinances, five ordinances were the ordinances in which the purpose of the ordinance was to describe the development of local culture and the promotion of cultural rights of citizens. The Sejong City Ordinance did not include the purpose of such ordinances. And there are six ordinances with content on museum education, including Sejong City. Looking at the contents, only the contents related to most operation, registration fee, and recruitment of instructors are described. Therefore, in order for the public museum of Sejong City to lead the role of the regional cultural education institution, it is necessary to supplement the ordinance that becomes its institutional device. This re- search proposes that the “Sejong City Municipal Museum Operation Ordinance” should include content that enhances the historical value and self-esteem of the region, such as the development of regional culture and the promotion of citizens' cultural rights. 摘要

本研究的目的是为世宗市公共博物馆寻找一种促进地方文化发展和促进终身教育的方法。可以说,与现有研究的不同之处在于,它将研究的重点放在了“条例”这一实现这一目的的制度手段上,并与其他地方政府的博物馆管理条例进行了比较分析。根据调查结果,在23个地方政府的博物馆运营条例中,有5个条例的目的是描述当地文化的发展和促进公民的文化权利。《世宗市条例》中并没有规定该条例的宗旨。包括世宗市在内,以博物馆教育为内容的条例有6个。从内容上看,只描述了大部分与运营、注册费、教师招聘相关的内容。因此,为了让世宗市公共博物馆发挥地区文化教育机构的主导作用,有必要对成为其制度装置的条例进行补充。本研究提出,《世宗市市立博物馆营运条例》应包含提升区域历史价值与自尊的内容,例如发展区域文化、提升市民文化权利等。此外,建议在博物馆教育中加入利用地方文化的教育内容和可以形成委员会的内容。
