The Great East Japan Earthquake that occurred on March 11,2011 caused enormous damage in Japan. An intense tremor was felt even in Tokyo, which is ∼375 km away from the epicenter. Therefore, public transportation was interrupted in the central Tokyo area, which caused difficulties for the commuters while returning to their homes. It is known that the victims needed information damage situation on the earthquake and the time to restart the operation of the railway and subway. Furthermore, information providing means were required for a large number of stranded passengers. In addition, further earthquakes may occur at any instance such in the case of the Tokyo Inland Earthquake, which is indicated in future earthquakes. As a solution to this issue, we proposed a mitigation system for information providing that delivers appropriate information according to the users' attributes during large-scale urban disasters. In this paper, we showed the effectiveness of the proposed system in disaster drills within the years of 2016 and 2017 assumed for the Great East Japan Earthquake.
