This has encouraged the provinces to make regulations (regulations) that can bring added value to their provinces. These regulations sometimes experience disharmony and out of sync with higher regulations, both in terms of the material and the technical aspects of their manufacture. This has resulted in an increasing number of local regulations being canceled or needing to be revised again after being tested by the Ministry of Home Affairs. To date, the Ministry of Home Affairs has evaluated at least 7500 local regulations from 2002 to June 2009, originating from all districts/cities and provinces in Indonesia. Of this number, almost half of the regional regulations were annulled because they contradicted the principles of the formation of local regulations.
