Legibilidade e gestão da saúde: notas etnográficas sobre o Comitê Municipal de Mortalidade por AIDS de Porto Alegre

This article aims to discuss the functioning of the first Brazilian AIDS Mortality Committee based mainly on the concept of readability of Scott. Based on ethnographic observations and in-depth interviews with the members of the Committee, held in 2014-15, the processes of governance and public policy formulation in the newly created institutional space of the Committee are discussed. The members of the Committee, in relationships that may be collaborative or divergent, use different tools to map and document the processes that resulted in a preventable and early death of people living with AIDS in Porto Alegre, RS. The legible trajectory of patients on the margins of the State allows for the formulation of recommendations of the Committee on the functioning of health services, but does not assure suggestions of more direct and direct actions on the social conditions that engender the marginal situation of those who died.
