By using fuzzy neural network mapping, this article has estimated the contribution of education on human capital at four levels (illiteracy & primary, junior, senior and higher) in three regions of China with different science and technology level. It is possible to conclude that the contribution of education in these three regions is remarkably different. Education itself does not necessarily have positive impact on actual human capital. Illiteracy & primary may have negative impacts in certain regions.
