本文考察了俄罗斯地区现代政治治理的模式特征。笔者从管理者是管理过程中的关键主体出发，每个管理者都选择一定的定位模式，并以此为基础塑造自己的形象。结论是，今天的区域管理模式更多地是由负责人的主观素质决定的，而不是由区域存在的客观环境决定的。
