Klymenko","doi":"10.53305/2523-4927.2021.30.03","DOIUrl":null,"url":null,"abstract":"The aim of the article is to study the current status of public regulation of citizens and institutions in terms of establishing national and adaptive quarantine and identify ways to improve it, as National Security Strategy of Ukraine identified the spread of COVID-19 one of the threats to national security.\nThe scientific novelty is to generalize the domestic experience of public regulation of the activities of citizens and business entities regardless of subordination and form of ownership in terms of quarantine and provide suggestions for its improvement to minimize the risks associated with the threat to human life and health due to a pandemic.\nConclusions. The article examines the legislation and other regulations on the basis of which the public regulates the activities of citizens and business entities regardless of subordination and form of ownership in Ukraine since the beginning of the spread of coronavirus disease COVID-19 in the country. The spread of COVID-19 to the scale of the pandemic has led to increased public regulation of institutions and the influence of the state on the lives of citizens and society. It was found that the introduction of severe restrictive measures did not produce long-term results in preventing the spread of COVID-19 but caused significant damage in the economic and social spheres. The author provides suggestions to state authorities and local self-government bodies to improve public regulation, in particular to analyze the effectiveness of restrictive measures taken to prevent the spread of COVID-19 and the economic and social consequences of their long-term preservation for the society and economy of the country. The article is aimed to determine the optimal duration of quarantine restrictions, which will be most effective in preventing the spread of the disease and will not cause fatal damage to the economic and social spheres. 摘要

本文的目的是研究公民和机构在建立国家和适应性隔离方面的公共监管现状,并确定改进方法,因为乌克兰的国家安全战略将COVID-19的传播确定为对国家安全的威胁之一。科学创新是总结国内在检疫方面对公民和企业不分隶属和所有制的活动进行公共监管的经验,并提出改进建议,以最大限度地降低疫情对人类生命和健康的威胁。本文审查了自COVID-19冠状病毒病开始在乌克兰传播以来,乌克兰公众对公民和商业实体的活动进行监管的立法和其他法规,无论其隶属关系和所有权形式如何。COVID-19的传播达到了大流行的规模,这导致了对机构的公共监管以及国家对公民和社会生活的影响增加。研究发现,严格的限制措施并没有在防止新冠肺炎传播方面取得长期效果,反而在经济和社会领域造成了重大损害。作者向国家当局和地方自治团体提出了改善公共监管的建议,特别是分析为防止COVID-19传播而采取的限制性措施的有效性以及长期维持这些措施对国家社会和经济的经济和社会后果。文章的目的是确定隔离限制的最佳时间,这将最有效地防止疾病的传播,并且不会对经济和社会领域造成致命损害。最后,文章详细阐述了经济和社会措施计划的发展,以确保关键基础设施机构的顺利运作,以及那些从事生产对危机中人口生计至关重要的商品、工程和服务的机构。关键词:公共规制;国家安全;公民的活动;活动机构;检疫;新型冠状病毒肺炎
