But developing countries are lagging in the presence of high failure rate of e-government projects and Libya is one of them which is unable to deliver efficient e-government services to all citizens. To fill this research gap, the current study proposes a model based on Trust theory and the Technology Organization Environment (TOE) framework for investigating the key factors in technology, environment, organization and trust perspectives. This is a position study that presents ongoing research.
