Norms reflect the system of axiogenic situations (axiologically relevant reality), they are fixed in the meaning of sentences, phrases and words. The two-dimensional model of behavioral norms discussed in the article includes values as sets of supermoral, moral, utilitarian and subutilitarian orientations, on the one hand, and universal, civilizational, ethnic, macroand microgroup behavioral priorities, on the other hand.
