In the context of a crisis in the financing of social payments the most important task is to develop an effective concept of social protection for vulnerable segments of the population. The analysis of statistical data confirming the relevance of the demographic crisis in Russian society is presented. In particular, the data of the State Statistics Committee of Russia are considered. The basic normative acts adopted in the 1990s regulating the mechanisms of social security for those in need in our country are characterized.
