However, the fulfillment of the conception of the State of law gave birth to many regulations regulating the objects of law that are the obligations of the subjects of law as the implementation of the modern legal State. Therefore, it is necessary to adjust between regulations to create a harmonization of legislation. \nPurposes : The research aims to analyze the policy of regulatory harmonization between the central government and local governments related to the framework of national interests and social welfare. \nMethodology : This research uses a normative juridical approach that perceives law as a norm, rule or principle to analyze data systematically with existing regulations. \nResults and Discussions : The government's efforts in harmonizing regulations are efforts to improve the quality of law by taking into account national goals and interests. The problem of regulatory harmonization lies in the relationship between the central government and local governments, where it is necessary to adjust and evaluate laws and regulations according to the hierarchy of laws and regulations in Indonesia. Abstract
