It is a feasible solution to induce the power system to develop in the low carbon direction by establishing a step carbon trading system. This paper establishes the emission reduction interval and step carbon tax model through mathematical methods, and uses suitable functions to portray the carbon peaking and carbon neutral process. At the same time, this paper considers the role of thermal power units in safeguarding the power system with high proportion of renewable energy, and on this basis, the power system model with carbon reduction target is established.
