The findings reveal a strong decoupling between China's water resource management and economic and social systems, as indicated by a consistently negative decoupling index. Similarly, the economic system exhibits a degree of inefficiency influenced by factors like economic cyclicality and resource allocation. In contrast, the social system experienced a decline, particularly during the pandemic (2019–2020), leading to a social instability. 摘要

为了深入研究中国水资源利用与经济社会发展的动态互动机制,本文创新性地将西方理论框架引入东方语境。其目的是量化2006年至2020年的脱钩和协同演化过程。“脱钩”指的是在实现经济增长的同时减少资源消耗或减轻环境影响;“协同”指的是在促进环境保护的同时提高经济效率。本文采用Tapio弹性系数法建立解耦模型。基于熵权法的TOPSIS和加权平均法的协同模型,对复杂的水-经济-社会系统中各子系统的组织协调进行了评价。研究结果表明,中国水资源管理与经济和社会系统之间存在很强的脱钩关系,并表现为持续的负脱钩指数。同样,受经济周期和资源配置等因素的影响,经济体系表现出一定程度的低效率。相比之下,社会体系出现了衰退,特别是在疫情期间(2019-2020年),导致社会不稳定。本研究提供了有价值的政策制定和可持续发展见解,有助于全面了解水资源利用、经济和社会之间错综复杂的动态关系。
