摘要

儿童独特的生理、发育和心理属性使他们成为大规模洪涝灾害中最脆弱的群体之一。制定合理可行的洪涝灾害应急预案,可以提高儿童应对洪涝灾害的能力,优化儿童洪涝灾害的结局。儿童洪涝灾害应急预案应涵盖灾害期间各种资源的分配与利用、儿童的区域合作救援与疏散、特殊情况下治疗中的伦理问题、儿童、家庭成员和医务人员的心理咨询等内容。儿童应急救援的相关工作人员需要考虑各个方面,合理规划,使受灾儿童的救援工作有序进行。关键词:洪涝灾害;紧急救援;儿科
