When acting as innovative frontline technocrats, major transboundary crisis practitioners, and management savvy operators within the top-down bureaucracy, street-level bureaucrats can become policy entrepreneurs. To innovate and drive policy change, street-level policy entrepreneurs will adopt innovative strategies.
