紧急警务在各国控制新冠肺炎疫情蔓延方面发挥了重要作用。中国是少数几个成功控制疫情的国家之一。在中国,哪些因素决定了应急警务的有效性?本研究认为,社会资本在COVID-19应急警务中发挥了支持作用。在数据分析的基础上,我们构建了一个理论框架来解释为什么中国的疫情控制是有效的。浙江省公安应对新冠肺炎疫情的有效性显示了三种社会资本对应急警务的重要性,即以“网格治理”为代表的互动型社会资本、以“数据共享”为代表的技术型社会资本和以“安全建设”为代表的服务型社会资本。
