In the early 1960s, a synthetic theory of leadership was formed, which united all existing concepts. There was also an understanding of leadership as a phenomenon in the education management system. It was determined that the optimization of control levers is one of the main conditions for the creation of effective functioning of religious education. The new view of leadership was considered from now on as a formative process that arises from a special set of factors: environment, group and cultural characteristics.
