INVESTMENTS IN HIGHER EDUCATION AS A COMPONENT OF ACHIEVING THE NATIONAL GOALS OF SUSTAINABLE DEVELOPMENT OF UKRAINE 高等教育投资是实现乌克兰可持续发展国家目标的一个组成部分

The statement of basic materials. The article updates the goals of Ukraine's sustainable development until 2030 and establishes the relationship between the goal of ensuring quality education and attracting investments to a higher education institution; the participation of stakeholders, among whom are investors, in the management of the educational institution as one of the key principles, which is implemented through the relationship with the labor market and the construction of partnership relations, is highlighted; attracting investments for the purpose of improving the system of providing educational services and their quality, developing new products, improving the infrastructure of universities, attracting international partners, bringing higher education institutions to European standards of activity is one of the key indicators of the prestige of the university and the mechanisms of sustainable development of the national education system in general; the fact of a decrease in the amount of education funding is analyzed, which potentially has negative consequences for the socio-economic development of Ukraine, and investment activity for higher education institutions in the vast majority of management practices remains a secondary or conditional unit of funding.

The statement of basic materials. Examples of open science environments are considered in the following areas: platforms for placing and searching for data, scientific publications with substantiation of scientific results, platforms that include drawings, data sets, images and videos, platforms with tools for collecting data, search engines and educational platforms on topics that being investigated. The directions of using open science by teachers of institutions of general secondary education are substantiated; forms, methods and approaches to teaching teachers to use open science environments. Examples of the use of open science approaches by teachers in the lessons of physics and mathematics are given.

The statement of basic materials. The necessity of determining the purpose of educational activity of preschool education institution for the year is substantiated, a typical example of determining the tasks for the year by an educational institution is analyzed. The SMART criteria have been modified. The version of SMART criteria proposed by the author includes the following: relevance, measurability, coherence, environmental friendliness, hierarchy, specificity, realism, relevance, executive, and time.

The statement of basic materials. The educational and sociocultural aspects of global bioethics as an ideological and scientific phenomenon have been addressed. A comparative analysis of two models of bioethics, including T. Bochamp and J. Childres’ biomedical ethics and V. R. Potter’s global bioethics, has been carried out from the point of view of the goals and objectives of the contemporary medical education system.

The statement of basic materials. The Othering constructs mutually excluding narratives using prejudices and stereotypes. This representation of people’s identities emphasizes not (belonging) and not (corresponding) of particular groups of people to the overwhelming majority of people in society. Accordingly, the artificial construction of rejection and exclusion of other people takes part as symbolic violence. In fact, it is the deliberate destruction of symbolic signs of experience and the living space of other people.

EDUCATIONAL MOBILITY AS AN IMPLEMENTATION OF THE “WORLD – MAN” PROJECT IN THE CONTEXT OF THE FLOODING PRESENT 教育流动作为“世界人”工程在洪水泛滥的背景下的实施

The statement of basic materials. A new vision of philosophy is represented as one whose main task is compliance with new realities, where man and the world as realities become poly-paradigmatic, poly-essential, thus expanding the philosophical space of research. Innovative projects for the development of society arise, thanks to which philosophy becomes open to society. It is about the need to use new research paradigms to clarify modern processes. It is noted that today there are new forms of presentation of philosophy outside academic institutes. This new picture of philosophy presentation models states a public turn in the philosophy of the present. The public turn created a mosaic configuration of philosophy, including both popularizers of science and academic philosophers. Despite this, the problem of becoming a person as an agent remains undefined. The process of education as a mechanism for preserving the integrity of the individual is increasingly criticized. It is about the transformation of educational institutions as the formation of a post-university. The concept of “meaning of being” is involved in the analysis, which allows considering post-university as being (Z. Bauman, L. Donskis). P. Freire's concept of education as “reading the word and reading the world” was considered in the context of teaching as a dialogic method, which testifies to the reciprocity of thoughts and actions. It is about the need for cultural anthropotechnics for the subject's improvement of himself. An innovative approach to the education system meets the call to create a new generation of people, which is facilitated by educational mobility, which is possible under the conditions of openness. Educational mobility primarily acts as a project to enrich one's own thesaurus, in connection with the involvement of various cultural practices, and as a way of recognizing and adapting to those changes that are the realities of today, where mobility is a criterion for the preservation and existence of modern society. The concept of mobility is still debatable. Turning to educational mobility allows us to talk about its flexible configuration, where professional training and the existing cultural level intersect, which are aimed at forming a personality that must meet modern challenges. During educational mobility, the social role of an individual changes: from a subject who acts / learns to the formation of an individual who perceives the world holistically, thereby affirming the principle of unity in diversity, which resonates with the principle of multiculturalism and tolerance. Educational mobility corresponds to the principle of “man's concern for himself” (M. Foucault) and is associated with such processes as integration, modernization, transmission of experience and practices, deepening of interaction between all participants of both social and cultural interaction. The statement of basic materials. The authors define morals as a special mechanism of human relations regulation which functions under the condition of possibility of moral self-determination of a personality. They emphasize that a person is surrounded by a variety of necessities: he is governed by physical and social laws of a given society where he lives, its norms and rules, behavior stereotypes, traditions and rituals, economic necessity also shall to be taken into account. Demarcation of the subject fields of understanding of the category of moral choice as a way of realizing moral freedom determined by a set of factors of objective and subjective nature is being made in this investigation. Objective circumstances set certain external parameters for individual opportunities, making it difficult or easy for the process of personal self-realization. Strategic choice concerns first of all self-choice, i.e. the creation of one’s self by a person. It is emphasized in the article that the fatalistic opinion on this issue considers the choice to be a fiction, because it is conditioned by objective circumstances, and the decision is made under the pressure of objective necessity. The specificity of the ethical aspect of freedom lies in the fact that a person does not deal with the direct reflection of objective necessity in the phenomena and processes of nature and society, but with the norms that regulate his behavior.

The statement of basic materials. The open science cloud-oriented systems allow solving a wide range of tasks in the course of scientific research, supporting joint work, collaboration, cooperation, high standards of transparency and openness, search for new information and presentation of scientific results. The article deals with the recommendations for the use of a separate group of services of OSCOS – scientometric and abstract databases. The training for improving the qualifications of teachers is described and practical tasks are offered.

The statement of basic materials. As a result of the critical achievements of the representatives of the linguistic and pragmatic turns of the 20th century, the belief that knowledge and social practices are embedded in language was established, and this makes them so inseparable that we begin to see reality as the result of cognitive and social construction. They recognize the distance between the world and consciousness, between language and the objectivity of the world, which make the problem of encountering the real impossible. We investigated that the formation of O. Filonenko's postmetaphysical position was influenced by J. Derrida, J. Caputo, Zh.L. Marion, H.U. Humbrecht, J. Milbank. Under their influence, O. Filonenko questions the use of social constructivism as a universal social-humanitarian methodology and theological methodology
