In the context of the conditions of Russian reality at the end of the 19th century issues related to the need for teaching staff, the interest of regional authorities in their stable training, supported by appropriate financial policies, are highlighted. Particular attention is paid to aspects related to the content and organization of the theoretical and practical training of trainees, as well as their final certification.
