Methods: To its realization we chose horizontal and vertical analysing viewpoints. The horizontal viewpoint of our investigation is the linearity of timeline, while the vertical analysing viewpoint is the characteristics of political and legal environment having influence on culture-based adult education (cf. non-formal and informal cultural learning) and showing the work of some significant personalities, through synthetizing archive sources and literature background. Abstract
