Abstract
From 1994–1998 to 2014–2018, the proportion of U.S. workers employed by state and local governments fell from 13.1 percent to 11.8 percent, but the number of state and local government employees rose from 16.8 million to 17.7 million. The number of state and local government employees in jobs not covered by Social Security increased from 4.2 million to 4.7 million.
