Abstract
More than 210 countries have been affected by the Covid-19 outbreak including Indonesia. One of the steps to be free from the Covid-19 pandemic is to make vaccination efforts. In Indonesia, the implementation of vaccination is still experiencing pros and cons, in addition, the public also questions the effectiveness of the vaccine on the grounds that the vaccine causes side effects and its legality is still in doubt. The purpose of this study is to find out how the Surakarta residency government responds to handling covid-19 vaccination in its area. SCCT theory is used in this study. SCCT theory is used to see the public reaction to a crisis and explain the crisis strategy (crisis response) of the government. The method used is quantitative method by using the method of content analysis (content analysis). The data collection technique using non-probability samples is purposive sampling, namely news that contains responses from the government of the former Surakarta residency in responding to vaccine rejection by the community from May 2021 - November 2022. Frequency descriptive data analysis technique was used in this study. The result of this research is that the strategy used by the Government of Surakarta residency is justification, excuse, victimage, compensation, reminder, scapegoat, apology. The dominant strategy used is justification.
