KETERBUKAAN INFORMASI PUBLIK DI DINAS KOMUNIKASI INFORMATIKA DAN STATISTIK KABUPATEN BANDUNG BARAT

Abstract

Openness of public information has an important role in realizing good governance, giving people rights to know the activities carried out by the government, providing a supervisory function, and a form of democracy. However, in its implementation there are still some problems by the the Information Communications and Statistics Office of West Bandung Regency, such as the classification of West Bandung Regency in the class as less informative, the PPID has not been established and the PPID website is not active, and others. The purpose of the research that the author did was to describe the disclosure of public information carried out by the Information Communications and Statistics Office of West Bandung Regency. The research method that the author uses in this study is a descriptive research method with a qualitative approach. The analysis was carried out by describing transparency at the Information Communications and Statistics Office of West Bandung Regency using the Transparency Principles Model stated by Richard W Oliver (2004). The results of the study indicate that public information by the Information Communications and Statistics Office of West Bandung Regency has not gone well. This is because the implementation of public information is not in accordance with the regulated policies and the existing Standard Operating Procedures (SOP), as well as the aspects of the Transparency Principle Model stated by Richard W Oliver (2004) to achieve transparency. Keterbukaan informasi publik memiliki peran penting untuk mewujudkan good governance, memberikan hak-hak masyarakat untuk mengetahui kegiatan yang dilakukan oleh pemerintah, memberikan fungsi pengawasan, dan bentuk demokrasi. Namun dalam pelaksanaannya masih terdapat beberapa permasalahan oleh Dinas Komunikasi Informatika dan Statistik Kabupaten Bandung Barat, seperti tergolongnya Kabupaten Bandung Barat di kelas kurang informatif, belum dibentuknya PPID dan tidak aktifnya website PPID, dan lainnya. Tujuan dari penelitan yang penulis lakukan adalah untuk mendeskripsikan keterbukaan informasi publik yang dilakukan Dinas Komunikasi Informatika dan Statistik Kabupaten Bandung Barat. Metode penelitian yang penulis gunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif. Analisis dilakukan dengan mendeskripsikan tahapan transparansi di Dinas Komunikasi Informatika dan Statistik Kabupaten Bandung Barat menggunakan Transparency Principles Model yang dinyatakan oleh Richard W Oliver (2004). Hasil penelitian menunjukkan bahwa keterbukaan inforasi publik oleh Dinas Komunikasi Informatika dan Statistik Kabupaten Bandung Barat belum berjalan dengan baik. Hal ini dikarenakan pelaksanaan keterbukaan informasi publik yang belum sesuai dengan kebijakan yang mengatur dan Standard Operating Procedure (SOP) yang ada, juga belum terpenuhinya aspek-aspek Transparency Principles Model yang dinyatakan oleh Richard W Oliver (2004) untuk dapat tercapainya transparansi.
