PENGAWASAN PENILAIAN TERHADAP KELOMPOK USAHA BERSAMA (KUBE) DALAM PROGRAM PEMBERDAYAAN MASYARAKAT MISKIN OLEH DINAS SOSIAL KOTA SUKABUMI

Abstract

Penelitian mengenai Pengawasan Penilaian terhadap Kelompok Usaha Bersama (KUBE) dalam Program Pemberdayaan Masyarakat Miskin oleh Dinas Sosial Kota Sukabumi ini dilatarbelakangi oleh Kota Sukabumi merupakan kota yang memiliki presentase penduduk miskin cukup tinggi yakni sebesar 7,70 persen pada tahun 2020. Disamping itu terjadi peningkatan jumlah penduduk miskin dari tahun 2019 sebesar 21,9 ribu meningkat pada tahun 2020 dengan jumlah 25,4 ribu. Kementrian Sosial meluncurkan Program Pemberdayaan Fakir Miskin (P2FM) berikut salah satu programnya yaitu Kelompok Usaha Bersama (KUBE). Dinas Sosial Kota Sukabumi membentuk KUBE dengan jumlah 16 kelompok yang tersebar di 7 Kecamatan di Kota Sukabumi. Namun dalam pelaksanaannya pada tahun 2019 dari 16 jumlah KUBE yang ada di Kota Sukabumi,  jumlah KUBE yang berjalan hanya satu yang berada di Kecamatan Cibeureum. Hal tersebut dikarnakan kurangnya proses pemantauan penilaian yang dilakukan terhadap Kelompok Usaha Bersama (KUBE) tersebut. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pengawasan penilaian terhadap Kelompok Usaha Bersama (KUBE) dalam Program Pemberdayaan Masyarakat Miskin oleh Dinas Sosial Kota Sukabumi dengan menggunakan teori tahap-tahap pengawasan menurut Manullang yang terdiri dari 3 langkah pengawasan. Penelitian ini menggunakan metode kualitatif dengan melakukan observasi, wawancara, dan analisis dokumen sebagai teknik pengumpulan data. Hasil penelitian menunjukan bahwa Pengawasan Penilaian terhadap Kelompok Usaha Bersama (KUBE) dalam Program pemberdayaan masyarakat miskin oleh oleh Dinas Sosial Kota Sukabumi belum berjalan dengan baik dikarnakan belum memenuhi teori yang dikemukakan oleh Manullang. The research on Supervision of Assessment of Joint Business Groups (KUBE) in the Poor Community Empowerment Program by the Social Service of the City of Sukabumi is motivated by the fact that Sukabumi City is a city that has a fairly high percentage of the poor population, which is 7.70 percent in 2020. Besides that, there is an increase in the number of poor people. the number of poor people from 2019 was 21.9 thousand, increasing in 2020 to 25.4 thousand. The Ministry of Social Affairs launched the Poor Empowerment Program (P2FM) and one of its programs is the Joint Business Group (KUBE). The Social Service of Sukabumi City formed a KUBE with a total of 16 groups spread across 7 sub-districts in Sukabumi City. However, in its implementation in 2019 out of 16 total KUBEs in Sukabumi City, only one KUBE is running in Cibeureum District. This is due to the lack of a monitoring process for the assessment carried out on the Joint Business Group (KUBE). The purpose of this study was to find out how the supervision of the assessment of the Joint Business Group (KUBE) in the Poor Community Empowerment Program by the Social Service of Sukabumi City by using the theory of stages of supervision according to Manullang which consists of 3 steps of supervision. This study uses qualitative methods by conducting observations, interviews, and document analysis as data collection techniques. The results showed that the Supervision of Assessment of Joint Business Groups (KUBE) in the empowerment program for the poor by the Social Service of Sukabumi City had not gone well because it did not meet the theory put forward by Manullang.
