A significant deterioration of the demographic background and a qualitative change in the population structure of Ukraine after February 24, 2022 were recorded: irreversible human losses, emigration, reduction of the average birth rate, etc.A correlation was found between the number of children born in the corresponding year and the dynamics of the capacity of educational services. It was found that higher education in Ukraine will face the biggest demographic challenges in 17+ years. Challenges for higher education in Ukraine have been identified: a systematic reduction in the capacity of educational services and the need to significantly optimize educational offers on the market and the number of domestic higher education institutions; brain-drain and a weakening intellectual capital of the Ukrainian nation; a decrease in the export of Ukrainian higher education and the attraction of foreigners to the economy of Ukraine; devaluation of higher education in Ukraine.In the context of the strategic reconstruction of the state and restoration of the human capital of Ukraine, it is suggested that higher education can be considered and used as an effective tool of state policy in the cycle: obtaining national higher education ‒ demand on the labor market and involvement in the national economy ‒ financial security, an active civic position and loyalty to the state ‒ improving demographic indicators and overcoming the demographic crisis.

Abstract

乌克兰人口危机条件下高等教育面临的挑战
文章分析了乌克兰危机的基本人口指标,揭示了国家老龄化和人口自然下降问题积累的迹象,从而可以评估乌克兰作为人口减少的情况。在2022年2月24日之后,人口背景的显著恶化和乌克兰人口结构的质变被记录下来:不可逆转的人口损失、移民、平均出生率的降低等。在相应年份出生的儿童数量与教育服务能力的动态之间发现了相关性。研究发现,乌克兰的高等教育将在未来17年面临最大的人口挑战。已经确定了乌克兰高等教育面临的挑战:教育服务能力有系统地减少,需要大大优化市场上的教育机会和国内高等教育机构的数量;人才流失和乌克兰民族智力资本的削弱;乌克兰高等教育出口减少,乌克兰经济对外国人的吸引力下降;乌克兰高等教育的贬值。在乌克兰国家战略重建和人力资本恢复的背景下,建议将高等教育作为国家政策的有效工具来考虑和使用:获得国家高等教育-劳动力市场需求和参与国民经济-财政安全,积极的公民地位和对国家的忠诚-改善人口指标和克服人口危机。 关键词:人口;国家老龄化;人力资本;乌克兰高等教育;高等教育输出;教育服务能力;人口危机。
