Results of Budget and Tax Policy in the New Conditions

Abstract

In  2023,  the  Russian  economy  recovered  relatively  quickly,  despite  the  persistence  of geopolitical tensions, the risks of new sanctions and the deterioration of the global situation. This has a beneficial effect on the results of budget execution of the budget system of the Russian Federation. At the same time, the question remains whether there is a transformation of the influence of external and internal factors on the state of budgets and fiscal policy. An analysis of the results for 2023 and their comparison with 2021 showed that the nominal stabilization of oil and gas revenues of the federal budget, the growth of non-oil and gas revenues and the resumption of the fiscal rule are occurring against the backdrop of an increase in the tax burden and expenses. The increase in expenditures related to defense, security and related social payments is accompanied by a reduction in civilian expenditures of the federal budget and an increase in both the federal internal debt and the debt of the constituent entities of the Russian Federation.
