The objective is to analyze the existing literature and public policies directed to this issue, as well as promoting the importance of qualification of teachers for special education prioritizing the development of criticality in the school setting. Narrative review type way of drafting the search methodology and critical analysis of literature, with strategies that search the selection of the studies and the interpretation of the information contained in the theoretical foudations of books, articles, dissertations, theses and completion of course work.. When it comes to special education is not only the responsibility of the teacher, but to everyone involved in this process, as is the case of the school community and society in general. Based on the survey data we can say that inclusive education to acquire greater strength is required a commitment of managers, government officials and especially the community to know the rights which they are guaranteed by law and requiring its applicability in it’s practice.
