Based on data from the Russian Federation, Germany, the USA, the EU and the OECD for the period from 1995 to 2021, international comparisons were made in the change in the number of working-age persons with disabilities. Furthermore, the article explored the nature of the reduction in access to assistance programs as well as the preparedness for anti-crisis regulation: the expansion of guarantees during periods of unfavorable economic climate and growing demand for benefits.
