However, public data in the humanities sector frequently have yet to be disclosed. Although secondary workpieces of public data are provided as a web service, such as the Annals of the Digital Joseon Dynasty, it is necessary to obtain RAWDATA corresponding to the primary feed for digital humanities research, a new form of study of the humanities in the digital environment. However, most humanities institutions that store humanities data do not disclose public data under the Public Data Act, citing reasons such as personal information protection, data updates, and copyright protection despite public data disclosure requests. 摘要

为了考察公共数据法下公共机构数据公开的现状,我首先分析了公共机构编制的人文数据,并探讨了公共机构要求公开的问题。在韩国,大部分的人文资料都是在政府的支持下储存和管理的。2013年,颁布了《公共数据法》,要求公共机构向公众提供其持有和管理的数据。然而,人文领域的公共数据往往尚未公开。虽然像《数字朝鲜王朝编年史》这样的公共数据的二手作品以网络服务的形式提供,但为了在数字环境下研究人文学科的新形式——数字人文研究,有必要获取与原始资料相对应的RAWDATA。但是,保存人文信息的大部分人文机构,虽然要求公开信息,但以个人信息保护、数据更新、版权保护等为由,并没有根据《公共数据法》公开公共信息。因此,有必要改变公共机构对公共数据法案保障的CSV、XML、RDF等仅限机器的RAWDATA的公开态度,以用于数字时代的人文学科研究。
